change the windows7 basic theme colour

I want to change the windows 7 basic theme colour, and can black borders on window edges and taskbar. Is it possible to do?
Of course, it's possible.
But it requires a whole lot of hacking and custom graphics. basically. You need to create an entire .msstyles file to replace the current one.
